Supporters of the Second Amendment have lauded the decision, while gun control advocates say it jeopardizes public health.<\/p><p>The now-unconstitutional law, part of a larger array of New York&nbsp;gun restrictions highlighted as some of the&nbsp;toughest in the nation, mandated that those applying to carry a concealed handgun provide a reason why they need the weapon, which officials then approve or deny.<\/p><p>New York Gov. Kathy Hochul swiftly denounced the ruling, saying the&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/2022\/06\/23\/ny-officials-blast-supreme-court-ruling-striking-down-state-handgun-law\/7711293001\/\" target=\"_blank\" rel=\"noreferrer noopener\">Supreme Court &#8220;recklessly&#8221;&nbsp;struck down the law<\/a>&nbsp;at &#8220;a moment of national reckoning on gun violence.&#8221;<\/p><p>The case has been closely watched in New York, coming on the heels of&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2022\/05\/14\/buffalo-new-york-shooting-tops\/9778322002\/\" target=\"_blank\" rel=\"noreferrer noopener\">a mass shooting at a Buffalo supermarket<\/a>&nbsp;in May where an 18-year-old killed 10 people and injured three others in what authorities called a racially-motivated killing. Less than two weeks later, the attack was followed by a shooting at<a href=\"https:\/\/www.usatoday.com\/story\/news\/2022\/05\/27\/uvalde-school-shooting-police-inaction\/9962584002\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;an elementary school in Uvalde, Texas<\/a>,&nbsp;which left 19 children and two adults dead.<\/p><p>Amid the outcry, the U.S. Senate passed a new gun control package Thursday \u2014&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2022\/06\/23\/senate-passes-gun-deal\/7702792001\/\" target=\"_blank\" rel=\"noreferrer noopener\">the first significant federal firearms legislation in three decades.<\/a><\/p><figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2022\/06\/23\/USAT\/11979ff8-5920-4ca2-8596-baa36c93d53c-AFP_AFP_32D46XC.jpg?width=660&amp;height=440&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"A protester holds a sign that reads &quot;They Want Us Dead&quot; during a protest against gun violence by the activist group &quot;Gays against Guns&quot; in New York City on June 23, 2022.\"\/><\/figure><p><strong>EXPLAINED:<\/strong><a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2022\/06\/23\/supreme-courts-gun-rights-decision-explained\/7711453001\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Supreme Court just made a monumental ruling on gun rights<\/a><\/p><p><strong>RULING:<\/strong><a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2022\/06\/23\/second-amendment-supreme-court-strikes-down-new-york-handgun-law\/6982541001\/\" target=\"_blank\" rel=\"noreferrer noopener\">Supreme Court strikes down New York gun law, making it easier for Americans to carry handguns<\/a><\/p><p>Scott Pulaski, an avid gun rights supporter from Alton, Illinois, has owned and operated Piasa Armory, a gun store and shooting range,&nbsp;for over a decade. For him, the ruling gives individuals the opportunity to defend themselves when faced with a threat. &nbsp;&nbsp;<\/p><p>&#8220;Individuals are their own first responders, they\u2019re the ones that are responsible for their own protection first and foremost,&#8221;&nbsp;Pulaski said. &#8220;It is not always an option to wait on the phone when 911 police response times are several minutes and there\u2019s a bad guy in your house or there\u2019s a bad guy attacking you on the street.&#8221;&nbsp;<\/p><p>The ruling reinforces the American ideal of individual choice, Pulaski said. &#8220;The idea of the state being allowed to arbitrarily decide the rights of others finally being stripped down is a great thing for the restoration of rights,&#8221;&nbsp;he added. &nbsp;<\/p><p>But some fear the ruling will further endanger marginalized communities.<\/p><p>Omar Gonzalez-Pagan, counsel for Lambda Legal, recalled the&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2021\/06\/12\/pulse-nightclub-shooting-5-years-later-orlando-lgbtq-survivors\/7644046002\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pulse nightclub shooting<\/a>&nbsp;that left 49 dead in Orlando, Florida, in 2016, noting how LGBTQ people are disproportionately affected by gun violence.<\/p><p>&#8220;We know that our community is not safe, so long as we cannot regulate and address the issue of gun violence in our country and by permitting unlawful, unreasonable regulations on who may carry firearms in public,&#8221;&nbsp;Gonzalez-Pagan told USA TODAY.<\/p><figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2022\/06\/23\/USAT\/5cd32d1e-5024-47aa-b0eb-e1f374d6bd5c-AP_Supreme_Court_Guns.jpg?width=660&amp;height=441&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"A clerk hands a gun to a customer inside a gun shop, Thursday, June, 23, 2022 in Honolulu.\"\/><\/figure><p><strong>2ND AMENDMENT FIGHT:<\/strong><a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2022\/06\/20\/supreme-court-second-amendment-guns-new-york-sensitive-places\/7637180001\/\" target=\"_blank\" rel=\"noreferrer noopener\">Should guns be banned in bars, hospitals?<\/a><\/p><p><strong>HISTORY IN AMERICA:<\/strong><a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2021\/11\/02\/supreme-court-second-amendment-case-may-turn-centuries-old-debate\/6202444001\/\" target=\"_blank\" rel=\"noreferrer noopener\">A 700-year-old law may inform Supreme Court&#8217;s Second Amendment decision<\/a><\/p><p>At least five&nbsp;Democratic-led states \u2014 including California, Maryland, and New Jersey&nbsp;\u2014 have licensing requirements similar to New York. I look forward to signing&nbsp;all of&nbsp;those bills,&#8221; Newsom said.&nbsp;&#8220;California has proven that commonsense gun laws save lives, and we will continue&nbsp;to&nbsp;stand&nbsp;up to those in political power who enable and coddle the gun industry.&#8221;<\/p><p>Historically, New Jersey law has made it difficult to obtain a carry license. Residents must demonstrate they face &#8220;specific threats or previous attacks&#8221;&nbsp;that present a danger to their life and can\u2019t be avoided any other way.<\/p><p>New Jersey Gov. Phil Murphy, an ardent gun control supporter who pushed through several packages of new firearms laws during his first term, said in a statement his administration anticipated the Supreme Court ruling and is reviewing its options.<\/p><p>&#8220;Let there be no mistake \u2014 this dangerous&nbsp;decision will make America a less safe country,&#8221;&nbsp;Murphy said. &#8220;But let me be equally clear that here in New Jersey, we will do everything in our power to protect our residents&#8230;&nbsp;and will work to ensure that our gun safety laws are as strong as possible while remaining consistent with this tragic ruling.\u201d<\/p><p>Thursday\u2019s ruling establishes a new framework for determining the constitutionality of gun control laws.
